Haiwen, licensed by the Heilongjiang Provincial Department of Justice, was founded in April 2003 in Jiamusi, Heilongjiang Province. We set out to establish ourselves as a boutique firm for the most ambitious clients in the region. Xuejun Li was named Legal Specialist by Heilongjiang Provincial People's Government in 2018.
Haiwen was entrusted to provide full legal services for the first heating pipe network operation franchise project in Heilongjiang Province by Jiamusi Municipal People's Government. In the meantime, we provided relevant legal services for the development of municipal public utilities such as gas, natural gas, urban public transportation, urban water supply and sewage treatment in the region of Jiamusi.
We have also served as the special legal counsel for many local key construction projects, such as the construction period of the construction project of the National Highway(From Hatong Highway Rice Research Institute to Shuanghe), the PPP project of the reconstruction of Jiamusi Railway Station as well as the project of the establishment of Heilongjiang Jiatai Titanium Industry Co., Ltd..
